Uomiyama is located near the border with Ehime Prefecture at an elevation of 189 meters, and is said to have gotten its name from the fact that it used to warn fishing boats of the location of incoming schools of fish. Today, the area is maintained as a forest park, and visitors can stroll along the promenade while enjoying the seasonal flowers. It is also a spot with a spectacular view of Hiuchinada and the city, centering on the Takamatsu Expressway stretching northeast from Uomiyama.

The observatory and boardwalk offer a panoramic view of the Mitoyo Plain and Hiuchi Nada, making it a popular spot for viewing the spectacular scenery. The promenade is gently sloping and paved, and visitors can easily enjoy hiking and walking while feeling the changes of the four seasons, such as cherry blossoms and autumn leaves.
